4x - 9 = -6x + 3
then add 6x to both sides. (this moves it from the right side to the left side).
10x - 9 = 3
then, add 9 to both sides.

First, find the total length of the perimeter:
I'm assuming it is a rectangle/parallelogram.
So there will be two sides with the length of 3m, and two sides with the length of 4m.
The perimeter would be:
P=2(3) + 2(4)
P=6+8
P=14
This is in meters, and one meter equals 100 centimeters.
To find 14 meters in centimeters, multiply it by 100.
That would be 14000 cm.
Now, you can use a ratio to find the time:
19cm/1=14000/x
