According to your reference this equation should be

complexity = 2 ^{∑log₁₀x_i}

The ∑ is a summation sign and means you have to sum what follows it over each applicable attribute, i. There are 6 attributes in total. You say your complexity score is 18, but you haven't listed the components, so for illustration purposes I'll assume they were 1, 1, 1, 3, 5 and 7. The log ₁₀ of these numbers is log ₁₀(1) = 0; log ₁₀(3) = 0.477; log ₁₀(5) = 0.699; log ₁₀(7) = 0.845 so the sum of these is 0 + 0 + 0 + 0.477 + 0.699 + 0.845 = 2.021. Your complexity score is then 2 ^2.021 or:

2^2.021
or approximately 4.1.

Of course, you will need to replace my illustrative numbers with your actual numbers to find your true complexity score.

You do the same thing for your uncertainty score, using the values you obtained from table 2.

At least, that's my interpretation of your reference!

What's a random number block?

There are certain sorts of probabilistic calculations, known as Monte-Carlo simulations, that require large numbers of random numbers. These used to be printed in data books, the most well known one being produced by the RAND corporation back in the 1940's (I think), called A Million Random Digits. The digits were generally printed in blocks of 5 or so separated by spaces. Perhaps these are what you are referring to. Nowadays, random digits (or pseudo-random digits) tend to be generated by clever algorithms in the computer codes that make use of them.

WHERE B is the opposite AND A is the adjacent.

The slope usually just means the gradient, so here that is 10/6 = 1.67 (approx)
This assumes that the phrase "distance between first and second floor" means vertical distance (b in samgelinas's picture.)

I think x*10 ⁶ is engineering notation as long as x is between 1 and 999. However, if x is , say, 2000, then I think in engineering notation the number would be written as 2*10 ⁹ rather than 2000*10 ⁶. That, at least, is my understanding of the notation. However, it's not something I can get very excited about one way or the other!

I had not heard of engineering notation before but it does make good sense to present numbers in this way.
Hopefully I will remember it.

I don't think many engineers bother with this notation! In a lifetime in the engineering industry I only ever came across scientific notation being used for real.

1) 10kilohms divided-by ( 2.2kilohms + 10kilohms)

2) 250millivolts divided-by 50microvolts

3) 1megawatt divided-by 2kilowatts

I do think I did these problems wrong, I lost. Please will someone give me the help and by showing how you retrieved the answer? Thank-you so much.

1) The items on the top and bottom are all in the same unit, namely kilohms, so the result is just the dimensionless ratio 10/(2.2+10), or 10/12.2

2) A millivolt is one thousandth of a volt so 250 millivolts is 250*10 ^-3 volts. A microvolt is a millionth of a volt so 50 microvolts is 50*10 ^-6 volts. Now you simply divide: 250*10 ^-3/(50*10^-6)

250*10^-3/(50*10^-6)

3) A megawatt is 10 ⁶ watts. A kilowatt is 10 ³ watts. See if you can take this one from there.
